To remove, first try a high pressure wash.  Neem oil and an insecticidal soap could take care of the problem.  Spray a small area of plant to make sure it won't cause damage.  Wait a few days and if no damage, treat the whole plant.  Insecticides such as Hi Yield 55% Malathion, Boneide’s Mite X, or Eight Insect Control are also options.
