Over 275 species of mealybugs. Soft body covered in white waxy threads to protect from predators. They move very little once they find a feeding spot. Damage will cause leaves to turn yellow and droop. Natural predators of mealybugs: lady bugs and lacewings.

Start by trying to wash them away. Prune out large infestations. Dab smaller infestations with qtip dipped in rubbing alcohol. Insecticidal soap, neem oil or Hi Yeild 55% Malathion can also be used on larger infestations.
